until kick-off, rose bowl goers are celebrating more than new year's eve. we'll take you to a floating pep-rally in a live report. new year's eve parties here are about to get started. but before you step out the door... we've got a few numbers and apps to put in your phone... to make sure you and your loved ones make it home safely. and more than a million people are preparing to ring in 20-16 at new york's time square. how many additional police officers will be on duty and what they'll be armed with to protect the crowd. news at four front door open we begin tonight with a developing story out of dubai - the largest city in the united arab emerites. you're looking at a luxury hotel... going up in flames. the fire broke out shortly before

police responded to a home on the 13- hundred block of east 14th street. they say one person was shot, and showed up to a des moines hospital around 1-30. police responded to this same home a few weeks ago for a separate drive by shooting. police say the juvenile victim suffered a non-life threatening gun shot wound to the chest. look for more on this story later tonight, on the channel 13 news. if you're on the road tonight... you... 74136 'last year there was there were 4 fatalities over the 4 day weekend for new years. this year we want to reverse that

way to none.' that's the highest number of fatalities over the new year holiday since 2009. local bar owners are trying to help bring that number down as well. at many of the bars downtown you'll see signs posted with discount codes for ride services they believe that making those discount rides available will make a big difference tonight. 75957 'i think a lot of people are being smarter about getting drivers. or someone staying sober too. we hand out cards too and post cab numbers .as a whole in the 6 or 7 years weve been here i would says its gotten better.' the iowa chapter of mothers against drunk driving has partnered with uber to offer free rides to new users. if you use the code safe-rides-i-a. you'll get a 15 dollar credit both ways. thousands of people will head to the court avenue entertainment district tonight... but they won't see as many uniformed police officers as years past. des moines police

the democratic presidential candidate is hosting a new year's eve party at the des moines renaissance savery hotel tonight at 7. it's free and open to the public. a crowd of 12-hundred are already registered to attend. sanders is the only presidential candidate spending the holiday in the state. a major shake-up in ben carson's campaign. the republican candidate's top two aides have resigned. carson's campaign manager barry bennett and communications director doug watts have stepped down. the retired neurosurgeon has struggled in the polls since october... when he gained the lead in some polls..

ball drop. officers will be armed with radiation detectors, metal detectors, and bomb sniffing dogs... a thousand security cameras have also been installed around the area. police say despite new year's eve terrorism threats abroad, they have detected no specific credible threats for tonight's celebration in times square. in europe, major cities have been forced to review, cancel or scale- back new year's eve celebrations because of fear of terror attacks. cities like paris, brussels, and london say they're deploying up to 11- thousand police officers and have canceled scheduled fireworks shows. 20-16 has already arrived in australia! sydney heralded the new year with a spectacular fireworks display at the city's harbor. thousands of people gathered along the shore to celebrate the start of 2016 millions of people in the midwest will begin the new year assessing flood damage. the rain has stopped - but the mississippi and other rivers are just starting to crest - and the scope of the damage is still being assessed.
